ASSISTANT DEPUTY DIRECTOR LEGAL AFFAIRS /COMPLIANCE AND ENFORCEMENT             Closing Date:  31st October 2018.

The EPA is looking for a qualified candidate for the position of Assistant Deputy Director Legal Affairs /Compliance and Enforcement

The successful candidate   is responsible for coordinating the daily operations of Compliance and Enforcement and other related legal Affairs of the Agency.

Duties/Responsibilities                                                                                 

  • Ensure compliance with the Environment Protection Agency Act and related regulations.
  • Review reports summarizing case results by environmental officers and provide reports on non compliant cases and violations.
  • Compliance promotion – plan activities that facilitate or encourage voluntary compliance with environmental requirements by individuals, corporate bodies and the public.
  • Assess compliance programs efficiency and effectiveness of regulations in achieving goals.
  • Manage, coordinate &track environmental crimes cases.
  • Ensure ongoing &regular communication with all Heads of Departments for case updates, report new developments, redefine objectives and response methods.
  • Train and coordinate compliance issues with relevant line MDA’s.
  • Advise management on all related Legal Affairs in consultation with the Agency‘s Legal retainers. 
  • Complete other duties and assignments as specified by the Executive Chairman and the Board of Directors.

Qualifications and Experience          

 Applicants must possess

  • LLM Hons Degree from a recognized University plus a minimum of 5years’ experience in the field of Law and enforcementin Sierra Leone.

OR

  • LLB Hons Degree, Minimum Division II plus a minimum of 7years’ experience in the field of Law and enforcement in Sierra Leone.

Computer literacy: Proficient in Microsoft office applications.

FINANCE MANAGER                                                                                             Closing Date:  October 31st 2018

Duties/Responsibilities

  • Provide a high level of professionalism reflected in a sound budgetary policy resulting in maximum granting to the field.
  • Maintain records to meet external legal and tax requirements.
  • Ensure financial and other reporting systems are maintained to the standards required by the Auditor General’s Office in the Ministry of Finance and other regulatory bodies.
  • Ensure that an appropriate financial policy framework is in place to guide EPA-SL financial decision-making and development particularly in relation to reserves, expense ratios and income streams.
  • Provide full accounting services to the Board, Director, Deputy Directors, managers and project coordinators including departmental financial analysis and exploring any potential problems with them in order to make appropriate budgetary decisions.
  • Ensure the production of accurate monthly management accounts.
  • Produce rolling cash flow forecasts, monitor cash position daily and ensure creditors’ and contractors terms are met.
  • Plan and management EPA-SL tax liabilities under existing and proposed legislation. Evaluate the tax liability impact of contemplated courses of action, minimize the tax burden and deal with tax authorities.
  • Undertake such other financial analysis and reporting as requested.
  • Keep abreast of financial, tax and corporate governance developments across the Government sector.
  • Advise the Management on major financial issues as they arise.
  • Contribute to Financial Risk Management strategic policies and procedures.
  • Ensure supervision and coordination of finance staff through routine checks, monitoring and assignment of duties.
  • Maintain up to date accounting records and ledgers and record all financial transactions for all activities relating to EU and other projects.

Qualification and Experience

  • Must possess a Bachelor of Science Degree ( Minimum Division II) preferably in one of the following disciplines: Accounting, or Financial services PLUS Level II in the accounting professional exams (ACCA or CIMA)
  • Proficient in the use of Microsoft Applications and QuickBooks.
  • Must have a minimum of 5 years working experience in a similar capacity, three of which should be at supervisory level.
  • Must be familiar with EU funding and project financing.

REGIONAL ENVIRONMENT OFFICER / WESTERN AREA                    Closing Date: October 31st 2018

ENVIRONMENT OFFICER (WESTERN AREA)

Responsibilities:

  • Assist in the implementation of the Agency’s Strategic and Action Plan at Regional or District levels.
  • Assist to provide guidance to District Councils Environmental committees on all matters relating to the protection and management of natural resources and the environment.
  • Assist Local Council Environmental Units in developing their work plans in line with EPA’s mandates.

PROCUREMENT OFFICER                                                                       Closing Date: October 31st 2018

Duties/Responsibilities

  • Ensure that procurement activities are conducted in a fair, transparent and accountable manner and in compliance with the National Public Procurement Act.
  • Responsible under the supervision of the Head of Department for the preparation of RFQs, bid analysis, generate LPOs in a fair and transparent manner and monitor receipt of goods or services and payment document preparation/approval.
  • Provide support to the Head of department to consolidate procurement plans from all departments for the preparation of the agency’s annual procurement plan.
  • Facilitate the submission of all quarterly procurement requests and plans for consolidation into one quarterly plan for bulk procurement.
  • Provide support to the Head of Procurement in the development of a comprehensive supplier data base and ensuring regular update of the list.
  • Work with the Head of Procurement in updating the suppliers database ensure that materials and requirements meet established standards and in line with the NPPA.
  • Ensure that regular follow-up is made with suppliers on concerns raised relating to payments for contracts executed, taxation, complaints/clarification and other legitimate issues
  • Work closely with the Logistics Unit to ensure monthly stock report is submitted to the Head of Procurement
  • Coordinate with the Logistics and Finance Units on the update on the agency’s fix asset register
  • Provide support on Fleet management
  • Provide support to ensure all service contract agreements are effectively and efficiently managed

Qualification and Experience

  • Candidates must possess a Bachelor’s Degree (Minimum Division II) from a recognized University in Procurement, Logistics and Supply Chain Management or Business Administration (Procurement option).
  • A minimum of 2 years’ experience as a Procurement Officer in a Ministry, Department Agency or Non –Governmental Organization.
  • Proven knowledge of the Government of Sierra Leone National Public Procurement Act 2004 and the Public Procurement Regulations 2006.

Duties / Responsibilities

  • Responsible for all computer systems and related IT infrastructure within the Agency.
  • Set up and Implementation of IT systems.

DEPUTY DIRECTOR NATURAL RESOURCE MANAGEMENT          Closing Date: October 31st 2018

 Duties

  • Guide the Agency in the formulation of natural resource management policies which will promote active participation of all sectors of society, including the community, industry, miners, foresters, developers and government institutions in natural resources management and conservation activities;
  • Collaborate with all actors including line ministries and departments in the process of development of environmental guidelines for natural resource use;
  • Foster the development of an intersectoral approach to natural resource management and serve as the focal point for natural resource management and conservation issues within the Agency;
  • Responsible for all environmental issues within the Agency pertaining to the development of the Oil and Gas sector including other hydrocarbons;
  • Develop annual work plans for the natural resources management directorate and ensure their timely implementation;
  • Maintain a register of all natural resources management projects and programmes in the country;
  • Establish a Payment for Ecosystem Services (PES) scheme for the protection of important ecosystems in the country;
  • Liaise with the Ministry of Mines to develop plans for the sustainable use, protection and rehabilitation of mined-out lands;
  • Develop environmental management plans for the protection of wildlife and their habitats and open spaces;
  • Plan for the preservation of geological, historical and evolutionary information and materials on natural assets;
  • Promote eco-tourism and improve the potential of natural resources to provide other ecosystem amenities;
  • Promote the development and internationalization of natural resources accounting principles into government budgetary process;
  • Work in close collaboration with other line Ministries, Agencies and Departments, the private sector and the general public in the implementation of all environmental programmes and projects;

 DEPUTY DIRECTOR OF FIELD OPERATIONS AND EXTENSION   Closing Date: October 31st 2018

Duties/Responsibilities

  • Oversee, coordinate and supervise the overall operation of the Agency at regional and district levels;
  • Coordinate and monitor the implementation of environmental policies, programmes and projects of the Agency, line ministries and environmental non-governmental organizations at regional and district levels;
  • Provide guidance to District Councils Environment committees on all matters relating to the protection and management of natural resources and the environment;
  • Ensure that environmental planning and state of the environment reports at regional and district levels are undertaken.
  • Investigate areas of environmental degradation, deforestation and pollution;
  • Coordinate and implement ESIAs at regional and country level ;
  • Ensure that public hearings on environmental impact assessments in the districts are undertaken as prescribed in the Act in collaboration with the Environmental quality control department;
  • Maintain a record of the environmental impact assessment licenses issued by the Environment Protection Agency Sierra Leone (EPA-SL);
  • Determine and report cases of environmental emergency at regional and district levels;
  • Establish and advice the needs for the Agency on all matters related to logistics, equipment, training etc;
  • Provide technical guidance to the environmental officers at regional and district levels and District Councils environment officers;
  • Assist District Councils in the development of their environmental education strategy and awareness raising programmes in collaboration with the Department of Environmental education and information;
  • Develop and maintain database of activities related to the inspection of premises and or facilities of projects listed under the Act.
  • Provide periodic reports to the Board of Directors on activities conducted.
  • Any other duties assigned in accordance with the mandate of the Agency.

Qualification and Experience

  • Advance Degree in Environmental/Natural Resources management, Engineering, Environmental Law or related field plus a minimum of seven years relevant working experience preferably in an environmental management related or community relations institution, with five years at senior management level.

Duties and Responsibilities

  • Assist in the implementation of the Agency’s Strategic and Action Plan at regional or district levels.

  • Research and keep informed or pertinent information and developments in areas such as EPA laws and regulations relating to chemicals.
  • Examine permits, license, applications, and records to ensure compliance with licensing requirements on chemicals.
  • Investigate complaints and suspected violations regarding illegal dumping, pollution, pesticides product quality, or labeling laws relating to chemicals
  • Inform individuals and groups of pollution control regulations and inspection findings, and explain how problems can be corrected.
  • Inform health professionals, property owners, and the public about harmful chemicals and related problems of water pollution and contaminated waste water.
  • Verify that hazardous chemicals are handled, stored and disposed of in accordance with regulations.
  • Participate in the development of spill prevention programmes and hazardous waste rules and regulations, and recommend corrective actions for hazardous waste problems.
  • Review and evaluate applications for registration of products containing chemicals or for pollution control discharge permits.

Qualification and Experience:

 Candidates must possess:

  • Bachelor of Science Degree (Major in Chemistry), Minimum Division II from a recognized University.
  • A Minimum of two years’ work related experience in environmental pollution and Waste management.
