International Expert/ Firm on Charging, Renewable Energy Integration and Battery for the ‘’Supporting Sierra Leone with the Shift to Electric Mobile’’ Project.

Sierra Leone has recently received funding from the Global Environment Facility (GEF) to implement a project promoting electric mobility called “Supporting Sierra Leone with the Shift to Electric Mobility”. The objective of this 4-year project, which the EPA-SL will implement, is to mitigate GHG emissions in Sierra Leone by accelerating the introduction of electric mobility through the development of legal, regulatory and institutional frameworks, capacity building, demonstration pilots of electric vehicles, development of business models for private sector engagement and finance schemes for upscaling and replication.

Responsibilities:

The Consultant/firm will:

  • Provide technical and economic expertise on the integration of e-mobility charging infrastructure and associated market development of renewable energies.
  • Prepare a study on the integration of renewable energy in electric vehicle charging infrastructure, analyse scenarios for accelerated renewable energy deployment under given e-mobility pathways,
  • Provide technical expertise on the subject of EV battery-related e-waste management and prepare a scheme to introduce EV battery waste management (collection, recycling, sound disposal, etc.) in Sierra Leone.
  • Prepare presentations for stakeholder consultation workshops, prepare reports on stakeholder consultation workshops, and communicate and promote results to government officials and other urban public transport/waste management sector stakeholders.

Competence and Qualification:

The applicant must possess:

  • Academic Degree in Electrical/Electronic Engineering or other relevant fields. A Master’s Degree in Engineering with a focus on power transmission and distribution systems will be an added advantage.
  • At least four years of experience in the power sector, especially in distribution grid analysis, grid integration, renewable power generation and direct renewable power purchase agreements, incl. cost estimations
  • Excellent technical knowledge of lithium-ion batteries, issues around recycling and reuse, and relevant standards.
  • Proven technical experience in working on e-mobility charging infrastructure and batteries
  • Proven experience in drafting policies, reports and strategies in the power sector.
  • Excellent communication skills in English proven through successful interactions with all levels of stakeholder groups, especially senior government officials.
  • Excellent conceptualization, planning, writing and presentation skills and proactive behaviour.
  • Ability to work independently on deliverables.
  • Willingness and readiness to travel to Sierra Leone.

Submitting Proposal.

The costs of preparing a proposal are the sole responsibility of bidding suppliers. All proposals and supporting documentation submitted with the proposal become the property of Environment Protection Agency – Sierra Leone. Proposals must be prepared according to the Proposal Preparation Guidelines.

The consultant is requested to prepare and submit their technical and financial proposal to be submitted to the address not later than 19th December 2023 at (2:00 Pm)

 Note: The consultant shall be ranked and the first ranked on the list shall be selected for the proposed assignment given that, their fee rates are within the budget.  The selection process will be based on the Least Cost

Service Required: The Environment Protection Agency SL is soliciting the services of a Consulting International Expert or Firm to enhanced transparency activities. The Agency has secured fund from GEF and is therefore inviting consulting Firms who can provide a statement of capability and experience indicating that they are qualified to perform the service (description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.) to submit Technical and financial proposals for the assignment. The Technical Proposals will be publicly opened on 19, December 2023] at [2:00 pm], in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below.

TERMS OF REFERENCE FOR AN  INTERNATIONAL CHARGING, RENEWABLE ENERGY INTEGRATION AND BATTERY EXPERT / FIRM

Background

Overview of the Sierra Leone e-mobility project:

Sierra Leone has recently received funding from the Global Environment Facility (GEF) to implement a project promoting electric mobility called “Supporting Sierra Leone with the Shift to Electric Mobility”. The objective of this 4-year project, which the EPA-SL will implement, is to mitigate GHG emissions in Sierra Leone by accelerating the introduction of electric mobility through the development of legal, regulatory and institutional frameworks, capacity building, demonstration pilots of electric vehicles, development of business models for private sector engagement and finance schemes for upscaling and replication. This project is organized around the following four components:

  • Component 1: Institutionalization of low-carbon electric mobility
  • Component 2: Short-term barrier removal through low-carbon e-mobility demonstrations
  • Component 3: Preparation of scale-up and replication of electric mobility
  • Component 4: Long-term environmental sustainability of low-carbon electric mobility

The expected project outcomes to be achieved based on the work under each of these four components are the following:

  • Outcome 1: A coordinated institutional framework is established by the Government, and a gender-sensitive strategy for the promotion of low-carbon electric mobility is endorsed
  • Outcome 2: Technical, financial and environmental feasibility of introducing e-mobility in the country is successfully demonstrated by developing a business case for e-kekes
  • Outcome 3: The Government adopts fiscal policies & regulations and endorses a financing scheme to accelerate the introduction of electric vehicles in Sierra Leone
  • Outcome 4: Measures are developed to ensure long-term environmental sustainability of electric mobility in Sierra Leone

Objective

The successful candidate or firm will provide technical and economic expertise on the subject of the integration of e-mobility charging infrastructure (including fixed charging and battery swapping options) in urban distribution grids and associated market development of renewable energies, prepare a study on the integration of renewable energy in electric vehicle charging infrastructure, analyze scenarios for accelerated renewable energy deployment under given e-mobility pathways, provide technical expertise on the subject of EV battery related e-waste management, prepare a scheme to introduce EV battery waste management (collection, recycling, sound disposal, etc.) in Sierra Leone, prepare presentations for stakeholder consultation workshops, prepare reports on stakeholder consultation workshops, and communicate and promote results to government officials and other urban public transport/waste management sector stakeholders. The successful candidate/firm will report to the Chief Technical Advisor.

Output/Deliverables

The Expert will be responsible for the following technical/substantive work under the project:

Component 4:

Output 4.1: A study on the integration of renewable power for electric vehicle charging is carried out and formally disseminated.

  • Dev\elop a draft study to integrate renewable power for electric vehicle recharging and technical standards for 2&3 wheelers (looking into both fixed charging and battery swapping mechanisms)
  • Present the draft study to key national stakeholders during a workshop and collect feedback/comments (workshop report to be prepared, with attendance list).
  • Finalize the study to integrate renewable power for electric vehicle recharging.
  • Disseminate/share the final study with all local stakeholders, the national e-mobility coordinating body and the GEF-7 Global E-mobility Programme’s knowledge management focal point.

Output 4.2: A scheme for the reuse, recycling and sound disposal of used electric vehicle batteries is developed and formally proposed.

  • Develop a draft scheme for reuse and collection for recycling and sound disposal of used electric vehicle batteries.
  • Present the draft scheme to key national stakeholders during a workshop and collect feedback/comments (workshop report to be prepared, with attendance list).
  • Finalize the scheme for reuse and collection for recycling and sound disposal of used electric vehicle batteries.

Disseminate/share the final scheme with all local stakeholders, the national e-mobility coordinating body and the GEF-7 Global E-mobility Programme’s knowledge management focal point. 

Fees and terms of payment

The consultancy fees will be paid in instalments as specified in the contract.

Duration and timing of the Consultancy

The consultant/firm shall commence work effectively from the contract’s signature date. It is important to note that the work plan is not expected to deviate from the schedules provided in this Terms of Reference. The assignment is approximately 70 working days (or ≈14 working weeks), intermittently between the years 2024 and 2025.
