The Environment Protection Agency – Sierra Leone has received fund from a donor and is therefore hiring the services of a Local Consultant to develop Educational Materials on Climate Change in Sierra Leone.
Background
The Capacity-building Initiative for Transparency (CBIT) supports developing countries to build institutional and technical capacity for successfully implementing the Paris Agreement and its key pillars of transparency and accountability. The CBIT plays a key role in assisting countries with tools and training as they prepare their Biennial Transparency Reports (BTRs), due by December 2024. It does so by enhancing institutional arrangements for climate transparency, strengthening national Measurement, Reporting, and Verification (MRV) systems, and informing NDC enhancement and decision-making. The consultant is expected to work in close consultation with the EPA-SL guideline to produce educational materials on climate change issues that will enable child-to-child peer learning in the country.
Description of assignment
The consultant is expected to design and produce high-quality, comprehensive, interactive, animated, and user-friendly educational materials on climate change issues. This material will be used to strengthen child-to-child peer learning across primary schools in the country.
Methodology
- The consultant shall:
- Submit technical and financial proposals with detailed methodology.
- Submit three (3) or four (4) samples of previous drawings/animation work.
- Submit a work schedule and hold a meeting with EPA-SL periodically (preferably at every stage of development) so that feedback can be incorporated.
- Conduct desktop reviews on the knowledge of primary school pupils on Climate Change issues.
- Copyright and ownership – All materials produced and other intellectual property will be solely owned by EPA-SL. Any material provided to the consultant will remain the property of EPA-SL
Duration and timing of the consultancy
2 Months initially which may be extended at its discretion.
Competency and qualification
The Consultant for this assignment should have the following profile, skills and expertise:
- A diploma in designs and related field.
- Excellent oral and written skills
- Excellent communication skills
- Strong theoretical and practical background in animated picture design
- Proven extensive experience in climate change issues
- Minimum of three (3) years working experience in relevant field like child education and animated design
Evaluation method and criteria
Technical Criteria weight 70%
Financial Criteria weight 30%,
Only consultant obtaining a minimum of 70% of the total technical points (49 points) would be considered for the Financial Evaluation.

- Submitting Proposal.
The costs of preparing a proposal are the sole responsibility of bidding suppliers. All proposals and supporting documentation submitted with the proposal become the property of the Environment Protection Agency – Sierra Leone. Proposals must be prepared according to the Proposal Preparation Guidelines.
The consultant is requested to prepare and submit their technical and financial proposal to be submitted to the address no later than 5th March 2024 at (2:00 P.m.)
Note: The consultant shall be ranked and the first ranked on the list shall be selected for the proposed assignment given that, their fee rates are within the budget. The selection process will be based on the Least Cost Selection.
Service Required: EPA-SL has received funds from a donor and is therefore hiring the services of a Local Consultant to develop educational materials on climate change in Sierra Leone and is therefore inviting Individual national consultants who can provide a statement of capability and experience indicating that they are qualified to perform the service (description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.) to submit Technical and financial proposals for the assignment. The Technical Proposals will be publicly opened on [5th March 2024] at [2:00 pm], in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below.
