The Environment Protection Agency Sierra Leone (EPA-SL) is the Agency charged with the responsibility to provide for the effective protection of the environment and for other related matters. These positions are   on a contractual basis for a period of one year subject to renewal or conversion into a permanent contract based on job performance, availability of funds and need for the position.

PROCUREMENT OFFICER

DUTIES/RESPONSIBILITIES

  • Ensure that procurement activities are conducted in a fair, transparent and accountable manner and in compliance with National Public Procurement Act.
  • Responsible under the supervision of the Head of Department for the preparation of RFQs, bid analysis, generate LPOs in a fair and transparent manner and monitor receipt of goods or services and payment document preparation/approval.
  • Provide support to the Head of department to consolidate procurements plans from all departments for the preparation of the agency’s annual procurement plan.
  • Facilitate the submission of all quarterly procurement requests and plans for consolidation into one quarterly plan for bulk procurement.
  • Provide support to the Head of Procurement in the development of a comprehensive supplier data base and ensuring regular update of the list.
  • Work with the Head of Procurement in updating the suppliers database ensure that materials and requirements meet established standards and in line with the NPPA.
  • Ensure regular follow-up is made with suppliers on concerns raised relating to payments for contracts executed, taxation, complaints/clarification and other legitimate issues
  • Work closely with the Logistics Unit to ensure monthly stock report is submitted to the Head of Procurement
  • Coordinate with the Logistics and Finance Units on the update on the agency’s fix asset register
  • Provide support on Fleet management
  • Provide support to ensure all service contracts agreements are effectively and efficiently managed
  • Any other duties assigned.

QUALIFICATIONS

  • Candidates must possess a Bachelor’s Degree from a recognized University in Procurement, Logistics and Supply Chain Management or Business Administration (Procurement option).
  • A minimum of 2 years’ experience as a Procurement Officer in a Ministry, Department Agency or Non –Governmental Organization.
  • Proven knowledge of the Government of Sierra Leone National Public Procurement Act 2004 and the Public Procurement Regulations 2006.
  • Must have excellent written and verbal communication skills
  • Must have extensive knowledge of MS Office Application.

Head of Geographic Information System (GIS)

Job Duties/Responsibilities

  • Design and create maps and graphics;
  • Develop, update and maintain GIS databases using various mathematic techniques;
  • Provide technical support to professional planning staff of the Environment Protection Agency in the day-to-day performance of duties;
  • Train staff and perform troubleshoot on various GIS applications and prepare data for all geospatial processes and applications;
  • Use of ESRI software, such as ArcInfo and ArcView and other geographic analysis tools;
  • Integrate various forms of geographical and non-geographical data such as land use and characteristics etc.
  • Assist the planning staff by providing cartographic information and graphics for reports, presentations, grant applications, and news articles;
  • Operate peripheral devices such as GPS, plotters, printers, digital cameras, and scanners;
  • Plan various GIS plans and activities and provide support to all cross functional team and prepare various procedures for all GIS operations according to required policies and procedures;
  • Develop time schedules and evaluate all specifications for GIS development and establish all mapping requirements to develop various processes and applications;
  • Collaborate with various departments to prepare update on all GIS databases and equipment and ensure completion of all work within required timeframe;
  • Coordinate requests over the phone and in person for maps or other materials;
  • Perform routine maintenance of multiple databases;
  • Manages internet mapping service administration;
  • Gather and verify filed data for utilization in mapping applications;
  • Oversee GIS supply inventory and ensure optimal use of all resources and provide transitional training to all employees.
  • Attend meetings, and assist with various miscellaneous projects, as needed;

Qualification and Experience Requirements

Candidates must possess:

  • Master’s in Geography, Geomatics’ Engineering or GIS related discipline plus a minimum of five years’ demonstrated experience in GIS or any combination of education and experience that would provide the desired skills, knowledge and ability to perform the job.

OR Bachelor’s degree in the above stated disciplines in lieu of a Master’s degree, plus a minimum of eight years’ demonstrated experience in GIS or any combination of education and experience that would provide the desired skills, knowledge and ability to perform the job.

  • Advanced knowledge of current versions of Windows, MS Access, MS Office, ESRI software (ArcInfo and ArcView), GRASS GIS, QUANTUM GIS, TNTMips etc. and database development is essential.
  • Ability to interpret aerial photographs, transfer and/or rescale them to geographic maps.
  • Analytical and the ability to apply GIS knowledge to solve complex problems.
  • Must be able to work on multiple projects and meet deadlines.

ASSISTANT DEPUTY DIRECTOR, CLIMATE CHANGE SECRETARIAT

Duties/Responsibilities

  • Provide support on programme formulation/strategies; including documents compilation, preparation and review on all aspect of climate programming.
  • Keep tracks and support projects activities; including financial monitoring, delivery progress, and evaluation requirements.
  • Maintain accurate and up-to-date project information through designing applicable databases for managing data from the interventions of multilateral and bilateral programmes.
  • Draft correspondence and assist in operations support of the multilateral and bilateral programme within the Climate Change Secretariat.

  • Supervises the research on all aspect of multilateral and bilateral programming including core research areas on vulnerability, climate science, inventory, adaptation and Mitigation.
  • Support the EPA-SL accreditation process through documentation gathering for the Green Climate Fund (GCF).
  • Support the mainstreaming climate change responses effort into development planning, decision making and implementation.
  • Provide excellent initiatives to build resilience and enhance adaptive capacity to the impacts of climate change.
  • Help formulate programmes and plans to enhance the resilience and adaptive capacity of human and ecological systems to the impacts of climate change;

  • Provide mechanisms for, and facilitate climate change research and development, training and capacity building

Duties/Responsibilities

  • Facilitate the implementation of Sierra Leone’s Nationally Appropriate Mitigation Action (NAMA) roadmap through engaging private sector and the stakeholders
  • Provide technical advisory support in building capacity for promotion of low emission resilient development in Sierra Leone.
  • Commit to establishment of programmes for the prevention, reduction and elimination of greenhouse gases in the nation’s air, land and inter-State waters as well as national programmes for restoration and enhancement of the environment
  • Monitor the performance of the energy use in the industrial, agricultural, land, water, transport and aviation sectors to ensure stabilization of green- house gases and reduce emission level;
  • Manage the implementation and delivery of Climate Change Mitigation programmes to target communities in Sierra Leone.
  • Manage the collection of data for the purposes of Green House Gases Inventory and sharing of information on Mitigation Programmes implemented by the Climate Change Secretariat.
  • Manage & coordinate timely reports on field work as required by the Environment Protection Agency Sierra Leone.
  • Manage & coordinate research into community knowledge, views and perceptions regarding climate change mitigation and environmental management;
  • Facilitate the development and delivery of all training regarding climate change mitigation mainstream to rural communities. This will include coordination of planning, communication with stakeholders and working with community members
  • Build networks and partnership with other agencies in accordance with the organizational vision of Environment Protection Agency –Sierra Leone, including government and non- government organizations and communities.

CHEMICAL CONTROL OFFICER

Duties and Responsibilities

  • Assist in the implementation of the Agency’s Strategic and Action Plan at regional or district levels.
  • Assist to provide guidance to Ministries, Department and Agencies and other local institutions in the importation, deposition or the use of hazardous chemicals and toxic waste substances.
  • Help in carrying environmental training /capacity building at National, Regional and District Levels.
  • Provide information /educate or create awareness aimed at sensitizing Sierra Leoneans to uphold the codes of ethics of international Conventions on Chemicals, to which Sierra Leone is a State Party.
  • Assist to provide guidance to District Council Environment Committee (DICECs) on all matters relating the use of chemicals and natural resource management.
  • Research and keep informed or pertinent information and developments in areas such as EPA laws and regulations relating to chemicals.
  • Examine permits, license, applications, and records to ensure compliance with licensing requirements on chemicals.
  • Investigate complaints and suspected violations regarding illegal dumping, pollution, pesticides product quality, or labeling laws relating chemicals
  • Inform individuals and groups of pollution control regulations and inspection findings, and explain how problems can be corrected.
  • Inform health professionals, property owners, and the public about harmful chemicals and related problem of water pollution and contaminated waste water.
  • Verify that hazardous chemicals are handled, stored and disposed of in accordance with regulations.
  • Participate in the development of spill prevention programmes and hazardous waste rules and regulations, and recommend corrective actions for hazardous waste problems.
  • Review and evaluate applications for registration of products containing chemicals or for pollution control discharge permits.

 Qualification and Experience:

 Candidates must possess:

  • Bachelor of Science Degree (Major in Chemistry), Minimum Division II from a recognized University.
  • A Minimum of two years’ work related experience in environmental pollution and Waste management.
  • Strong laboratory management and research skills.
