The Environment Protection Agency has received funds from GEF-CBIT for the procurement of hiring a consultant/firm for an International Quality Assurance and Quality Control Expert. The United Nations Framework Convention on Climate Change (UNFCCC) enhanced transparency framework demands substantial and immediate progress in the countries’ domestic Monitoring Reporting and Verification (MRV) systems and strategic de-carbonization planning. This entails moving from often disintegrated and often different-methodological approaches in data management to an integrated and robust system. The success of the Paris Agreement hinges on enhanced transparency of action and support, as a critical foundation to making its bottom-up, country-led approach work, as well as building mutual trust and confidence amongst Parties. Global Environment Facility – Capacity Building Initiative for Transparency (GEF – CBIT) is supporting Sierra Leone in establishing an overarching structure across all sectors that will ensure high quality in its transparency instruments; and create the capacities to respond to UNFCCC’s reporting requirements. CBIT’s most important contribution will occur by building capacity and setting up systems to collect data and track Nationally Determined Contributions (NDC) implementation. The services of an international consultant is required that will work closely with a local consultant to ensure implementation of activities required for this consultancy on the ground.
The overall objective of the work is:
The consultant/ firm will develop and operationalize a Quality assurance and Quality control (QA/QC) plan for the UNFCCC reporting and implement recommendations from the developed and operationalize NDC through the development of formal agreements and TORs.
The Consultant/firm will be charged to:
- Develop and operationalize a QA/QC Plan for UNFCCC reporting including Standard Operating Procedures (SOP) based on IPCC 2006 guidelines.
- Implement the recommendations from activity 1.3.1(Develop and operationalize a QA/QC Plan for UNFCCC reporting including Standard Operating Procedures (SOP) based on IPCC 2006 guidelines) through the development of formal agreements and TORs.
Competence and required skills:
The Consultant/firm for this assignment should have the following profile, skills, and expertise:
- Advanced degree or higher (Master’s or higher) in areas relevant to climate change
- At least 10 years of professional experience in relevant areas including quality assurance and quality control.
- Experience with e-learning platforms and extensive knowledge in the UNFCCC 2006 guidelines
- Strong communication skills
- Excellent understanding of NDCs and climate change
Instructions to eligible Consultant / Firm
Consultant/firm are requested to refer to the Terms of Reference (TOR) above detailing the scope of the Assignment to be undertaken and the services requested from the eligible consultants. The consultant/firm is requested to comment on the TOR, indicating your experience for this assignment, and submitting an updated Curriculum Vita and Qualifications for this Assignment.
The consultant/firm is requested to prepare and submit their technical and financial proposal to be submitted to the address not later than 22nd February 2022.

Note: The consultant/Firm shall be ranked and the first ranked on the list shall be selected for the proposed assignment given that, their fee rates are within the budget. The selection process will be based on the Least Cost
Service Required: The Environment Protection Agency SL is soliciting for a Consultant or Consulting firm for an International Quality Assurance and Quality Control Expert to carry out the above consultancy service. The Agency has secured fund from Global Environmental Facility (GEF-CBIT) and is therefore inviting consultant/Firm who can provide a statement of capability and experience indicating that they are qualified to perform the services (description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.) to submit Technical and financial proposals for the assignment. The Technical Proposals will be publicly opened on [22nd February 2022] at [12:00 pm], in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below.

Duration of work:
The assignment is expected to be undertaken within four (4) months starting March 2022.
