Local Technical Consultancy to Map and Evaluate the Implementation and Impact of Existing Fiscal and Financial Incentives, Identify and Review Budgetary Policies and Measures to Ring-Fence Relevant Revenue Sources for the Transition to a Zero-Waste City in Freetown, Sierra Leone
Procurement Number: EPASL/SWAP/RFP/2026/002
Date of first issue: 29th October 2026.
Background
The Shifting to Zero Waste Against Pollution (SWAP) Initiative is a five-year (2025 to 2030) GEF-funded programme implemented by UNDP in five pilot cities, including Freetown, Sierra Leone. It seeks to reduce chemical pollution in value chains and improve resource efficiency by supporting pilot cities towards a zero-waste vision based on green chemistry, circular economy and waste hierarchy principles.
In Sierra Leone, the project focuses on Freetown and is implemented through the Environmental Protection Agency (EPA-SL), in coordination with the Freetown City Council (FCC), Ministry of Environment and Climate Change (MoECC) and other relevant national and local stakeholders. The Sierra Leone component is intended to strengthen government and community systems for developing and enforcing laws and policies, financing and investment mechanisms, and management systems that support effective waste management and protection of natural resources and ecosystems.
Under Component 2, Output B.1 – Financial and Fiscal Incentives for the transition to a zero-waste city assessed – the Project Document (ProDoc) provides for the assessment of existing fiscal and financial incentives and the identification of potential incentives that can promote waste prevention, increased collection and recycling, reuse of recycled materials, circularity models, green production and sustainable consumption. The ProDoc further calls for the identification and implementation of budgetary policies and measures to ring-fence relevant sources of revenue for waste management and to support the Freetown Waste Management Plan (WMP) and Zero Waste Strategy (ZWS), as well as support FCC to increase its own-source revenue generation to finance wider waste collection coverage.
Purpose of the Consultancy
The overall purpose of the consultancy is to map and evaluate the implementation and impact of existing fiscal and financial incentives relevant to waste management and the transition to a zero-waste city in Freetown; identify and review budgetary policies and measures that can ring-fence relevant sources of revenue for waste management; and develop practical, evidence-based recommendations to strengthen fiscal sustainability, revenue mobilisation and equitable financing of the Freetown WMP and ZWS.
Specific Objectives
The consulting firm shall:
Identify and document existing taxes, fees, charges, subsidies, exemptions, concessions, grants, financing arrangements, and other fiscal or financial incentives that influence waste generation, collection, recycling, recovery, reuse, circular business activity, and investment in Freetown.
Assess how existing incentives are designed and implemented, their effectiveness, uptake, administrative feasibility, financial implications and observed or potential impacts on waste prevention, collection, recycling, material circularity, private-sector participation and sustainable consumption.
Identify feasible incentives and disincentives that could support waste reduction, increased collection and recovery/recycling, use of recycled materials and circular economy models, taking account of local institutional and market conditions.
Review relevant budgetary policies, revenue streams and expenditure arrangements and identify sources of revenue that could be ring-fenced or otherwise secured to support waste management, the WMP and ZWS.
