Background

The Government of Sierra Leone through the Environment Protection Agency with the support of the United Nations Environment Programme (UNEP) acting as the Implementing Agency (IA) of the Multilateral Fund (MLF) is to undertake an inventory of used or unwanted controlled substances. OSD AND HFC Banks in Sierra Leone.

ODS/HFC banks are defined as the ‘total amount of substances contained in existing equipment, chemical stockpiles, foams and other products not yet released to the atmosphere’ (IPCC/TEAP 2005). Thus, ODS/ HFC can either be quantified in an aggregated manner such as bulk/cylinder (stockpiles), or estimated via ODS/HFC-containing equipment. Sometimes countries report on ODS/HFC to be stored in cylinders, but this is usually not indicative of the total amount of ODS/HFC in the country. Please note that we refer to ‘reachable banks’ (TEAP 2006), i.e., excluding ODS/ HFC contained in landfilled products, as these are considered to be unreachable.

Objectives

The Main Objectives of developing the ODS/HFC Banks are:

  • Assess the general need for action in the field of ODS/HFC bank management
  • Assess the potential environmental benefits to the ozone layer and the climate
  • Assess the potential for substance recycling and reclamation for re-use
  • Decide whether to export ODS/HFC or to find a local reclamation and/or destruction solution
  • Design optimal capacities for reclamation and destruction technology in case of local options
  • Assess long-term availability of ODS and HFC to guarantee economic viability of a reclamation and destruction plant
  • Design appropriate policy measures for effective collection and sustainable financing

Specific Tasks:

  • National inventory of used or unwanted controlled substances, with distinction of amounts for recycling, reclamation and disposal, taking into account amounts that were previously collected and are awaiting disposal
  • Review of current regulatory frameworks, policies and existing programmes, including Extended Producer Responsibility (EPR), waste and hazardous waste management policies
  • Stakeholder analysis with responsibilities and roles
  • Assessment of technology options for recycling, reclamation and disposal for destruction: opportunities of co-processing or possibility for export (technical feasibility and cost)

Academic qualifications:

Education:

A degree in Refrigeration and Air Conditioning, Environmental Chemistry, Social Sciences, Research,), or equivalent is required.

A Master’s degree in Refrigeration and Air Conditioning, Environmental Chemistry, Research and other relevant field is an added advantage.

Experiences:   

A minimum of five (5) years of related experience with an extensive understanding of Refrigeration and Air Conditioning, various types of refrigerants, in deep understanding of the Montreal Protocol and Kigali Amendment and evidence of strong working experience with the RAC sector and willingness for verification.

Language Requirements:

Fluency in written and spoken English. All documents are expected to be produced in English.

Competencies:

The consultant/s, consulting firm, or institution should have the following competencies and experts:

  • Demonstration of high professional experience in Refrigeration and Air Conditioning
  • Demonstrate proficiency in relevant RAC trainings needs and requirements,
  • Adequate Knowledge in the Montreal Protocol and Kigali Amendment
  • Technical knowledge of the inter-linkages between Refrigerants and Environment and its potential impact on the stratosphere(Ozone)
  • Strong analytical and problem-solving skills with a focus on ODS/HFCs.
  • Familiarity with environmental data standards, protocols, and regulatory requirements.
  • Excellent communication and collaboration abilities to engage with diverse stakeholders effectively.
  • Proven track record of delivering projects on time and within budget constraints.
  • Relevant academic qualifications and certifications in computer science, environmental science, or related fields

Evaluation method and criteria

Technical Criteria weight 70%

Financial Criteria weight 30%,

Only candidates obtaining a minimum of 70% of the total technical points (49 points) would be considered for the Financial Evaluation.

  • Substantive experience in collaborating and consulting with stakeholders in Academic institutions, RAC Associations on issues pertinent to the development of the ODS/HFS Bank inventory.
  • Good knowledge in ODS/HFC survey and related work
4. Excellent oral and written communication skills, with analytic capacity and demonstrated ability to synthesize complex information in high-quality papers/reports and effective presentations to different audiences;

Financial Proposal:

Financial proposal that indicates all-inclusive fixed total contract price supported by a breakdown of costs (including professional fee, and specified other costs if applicable, but excluding travel costs and DSA).

The consultant/firm is requested to prepare and submit their technical and financial proposal to be submitted to the address not later than 10th June 2025 at (1:00 Pm).

Note: The consultant/firm shall be ranked and the first ranked on the list shall be selected for the proposed assignment given that, their fee rates are within the budget.  The selection process will be based on the Least Cost Selection

Service Required: The Environment Protection Agency SL is soliciting the services of a National Consulting expert /firm to undertake an inventory of used or unwanted controlled substances. OSD AND HFC Banks in Sierra Leone. The Agency has secured fund from UNEP and is therefore inviting national consultants who can provide a statement of capability and experience indicating that they are qualified to perform the service (description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.) to submit Technical and financial proposals for the assignment. The Technical Proposals will be publicly opened on [10th June, 2025] at [1:05 pm], in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below.

Duration of work:

The assignment is expected to be undertaken within 3 (three) months from the date of signing the contract.
