Recruitment of National Consultants for Sustainable and Integrated Landscape Management of the Western Area Peninsula Forest

 Brief project description:

Recognizing the increasingly threatened multiple-use landscape, and the lack of adequate information, skill-sets, and coordination mechanisms to support biodiversity conservation and environmentally sustainable land management, a GEF-funded project titled “Sustainable and Integrated Landscape Management of the Western Area Peninsula (WAP) Forest” is being implemented to strengthen an integrated management approach of the WAP.

The project will address these barriers employing four interrelated impact pathways:

  1. Enhancement of systemic and institutional capacity for integrated landscape management
  2. Demonstration of sustainable land management interventions
  3. Facilitation of increased financial flows to support integrated land management (ILM) and protected area management
  4. Mainstreaming of monitoring and evaluation, knowledge management and gender issues to support lessons learning, sustainability and upscaling processes.

The EPA-SL is leading the implementation of the project component intended to produce the following outcome: “Increased capacity of targeted government institutions and other stakeholders for collaborative land-use decision-making and management.”

In view of this, the Environmental Protection Agency is seeking for 2 individual consultants /experts for the various thematic areas of the project.

  1. Consultant: Capacity needs assessment and development of Tools

        Assess the institutional capacity for integrated land management and Forest Landscape restoration.

  • Assess existing training materials on integrated forest management
  • Develop a capacity enhancement strategy
  • Review and update/refine capacity scorecard

(Duration: Thirty (30) working days over two-month period)

  1. Consultant: Conduct Training

 Conduct a Field-based Training of Trainers (TOT) on FLR; Adaptive Forest Management and Integrated Land Management (Classroom and Field Trip)

Service Required: The Environment Protection Agency SL is soliciting the services of various National Consultants to “Increased capacity of targeted government institutions and other stakeholders for collaborative land-use decision-making and management.” The Agency has secured fund from GEF and is therefore seeking for national consultants who can provide a statement of capability and experience indicating that they are qualified to perform the service (description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.) to submit Technical and financial proposals for the assignment. The Technical Proposals will be publicly opened on [9th September, 2024] at 1:05 pm], in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below.

Terms of Reference for Hiring of Consultant

Project title:  Sustainable and Integrated Landscape Management of the Western Area Peninsula Forest

 Assignment Title:

Task 1: To conduct an assessment of capacity needs, develop training tools/materials on Integrated Land Management (ILM), Forest Landscape Restoration (FLR), develop capacity enhancement strategy, and update/refine capacity scorecards.

Task 2: Provide field-based training using the Tools/Training Materials developed in Task 1. (Note: this will be executed as a separate contract)

To achieve this, EPA-SL is seeking to hire a consultant to carry out the following assignments:

  1. Capacity needs assessment and development of Tools
  • Assess the institutional capacity for integrated land management and Forest Landscape restoration.
  • Assess existing training materials on integrated forest management
  • Develop a capacity enhancement strategy
  • Review and update/refine capacity scorecard
  1. Conduct Training

Duration: August to October 2024

Expected Start Date: August 2024

Type of Contract: Individual Consultant (s) or Firm (two Separate applications/expressions of interest are to be submitted for Tasks 1 and 2).

Objectives

  • The key objective of this assignment is to evaluate existing capacities, develop tools/training materials to strengthen them and to support integrated land management and WAP forest landscape restoration.
  • To build capacity and promote the understanding of the relationship between forest landscape management and governance as a strategy to sustainably manage and conserve forest resources.
  • To promote integrated management through protection, restoration, and utilization of forest biodiversity in an efficient manner to halt biodiversity loss through participation at all levels.
  • Specific tasks
  1. Identify key national stakeholders relevant to the planning and implementation of the ILM and FLR plans in the WAP; this is in addition to EPA, NPAA, MLHCP and MTCA.
  2. Refine the Capacity Score Card, agreeing on the specific scores to be monitored, and a schedule for repeating the assessment.
  3. Undertake skills and capacity needs assessment and identify gaps in skills.
  4. Assess training materials available and modify them to suit the project requirements and the skills gaps.
  5. Design a capacity enhancement strategy to enable the EPA, NPAA, MLHE and MTCA to fulfill their mandates within the WAP landscape
  6. Implement training and capacity-building programs, ensuring gender mainstreaming to reach all gender groups.

Key Expected results

  1. It is expected that a stakeholder analysis in the framework of Integrated land management, and forest landscape restoration would have been carried out.
  2. A capacity scorecard is refined to align with current capacity needs and knowledge gaps in the area of integrated land management.
  3. Skills and capacity needs assessment completed highlighting important skill sets and technology needs for modern-day forest management.
  4. Tools and Training materials for integrated land management and forest land restoration developed.
  5. Capacity enhancement strategy developed and validated.
  6. Field-based TOT on FLR; Adaptive Forest Management and Integrated land management conducted.

 Reporting and Other Requirements

The consultant will report to the Executive Chairman of the Environment Protection Agency or his representative (in this case, the Director of the Natural Resources Governance Directorate), who will coordinate and supervise the delivery of the assignment.
IV. Timelines against Deliverables:
Based on the scope of work outlined above, the consultant(s) will be expected to undertake the assignment from August to October 2024.

 

VI. Qualifications
 Academic qualifications:

 A degree in Forestry, Forestry & Natural Environment Management, Agricultural sciences, Natural Resource Management, Forest Landscape Management and Governance or a related field.

Experiences:   

A minimum of five (5) years of related experience in forest landscape restoration or related works. Experience in the following fields is relevant:

·         Capacity needs assessment

·         Strategic planning and development

·         Approaches and methods in forest management

·         Forest management planning process

·         Geographic information systems and remote sensing

Language Requirements:

Fluency in written and spoken English. All documents are expected to be produced in English.
