FIRM CONSULTANCY SERVICE TO UNDERTAKE SITE-SPECIFIC ENVIRONMENTAL AND SOCIAL ASSESSMENTS AND PREPARE AN ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN (ESMP) FOR KINGTOM, GRANVILLE BROOK AND OTHER PRIORITY WASTE HOTSPOTS
Procurement Number: EPASL/SWAP/RFP/2026/003
Date of first issue: 29th October 2026.
Background
The Shifting to Zero Waste Against Pollution (SWAP) Initiative is a five-year (2025 to 2030) GEF-funded programme implemented by UNDP in five pilot cities, including Freetown, Sierra Leone. The Initiative seeks to reduce chemical pollution in value chains and improve resource efficiency by supporting pilot cities towards a zero-waste vision based on green chemistry, circular economy and waste hierarchy principles.
In Sierra Leone, the project is implemented through the Environmental Protection Agency (EPA-SL), in coordination with the Freetown City Council (FCC), relevant Ministries, Departments and Agencies, WONES and other stakeholders. The Sierra Leone component strengthens government and community systems for developing and enforcing laws and policies and for improving waste-management systems.
Specific Purpose
To undertake a practical, site-specific environmental and social assessment of priority waste-management locations in Freetown and apply the SWAP ESMF/ESMP requirements so that risks, mitigation measures, responsibilities and monitoring requirements are identified before relevant interventions proceed.
Specific Objectives
Assess the environmental and social risks associated with Kingtom and Granville Brook and selected additional priority waste hotspots.
Consolidate and validate existing information and avoid duplication of previous studies.
Apply the SWAP ESMF screening requirements and determine the level of assessment and management required for each site/activity.
Prepare or support site-specific ESMPs and related management instruments where triggered.
Identify practical measures for pollution prevention, waste handling, OHS, community health and safety, working conditions and disaster resilience.
Assess implications for informal waste workers, nearby communities and other potentially affected groups.
Provide safeguards inputs to the Freetown Waste Management Plans (WMP), Zero Waste Strategy (ZWS) and Investment Plan development and subsequent SWAP interventions.
Strengthen the capacity of PMU, EPA-SL and Responsible Parties to manage site-level environmental and social risks.
