Procurement of Local Technical Consulting Firm to Establish the SWAP Sierra Leone / Freetown Project Baseline, Including the Assessment of All Waste Streams and Flows Using the UN-Habitat Waste Wise Cities Tool
Procurement Number: EPASL/SWAP/RFP/2026/001
Date of first issue: 29th October, 2026.
Background
The Shifting to Zero Waste Against Pollution (SWAP) Initiative is a five-year (2025 to 2030) GEF-funded programme implemented by UNDP in five pilot cities: Freetown (Sierra Leone), Kocaeli (Türkiye), Montevideo (Uruguay), Tunis (Tunisia) and Tianjin (China). It seeks to reduce chemical pollution in value chains and improve resource efficiency by supporting pilot cities in pursuing a zero-waste vision based on green chemistry, circular economy, and waste hierarchy principles. In Sierra Leone, the project focuses on Freetown. It is implemented through the Environmental Protection Agency (EPA-SL), in coordination with the Freetown City Council (FCC), the Ministry of Environment and Climate Change
This consultancy therefore will combine (a) the establishment of a robust, documented and measurable project baseline for the Sierra Leone component and (b) the UN-Habitat Waste Wise Cities Tool (WaCT) baseline of all waste streams and flows in Freetown, building on information collected during the Project Preparation Grant (PPG) phase and avoiding duplication of existing assessments.
1.Purpose of the Consultancy
The overall purpose is to establish the 2026 baseline status of relevant SWAP indicators and key conditions in Freetown, providing a reliable reference point against which project progress, results and outcomes can be measured, and to provide the evidence base for the Waste Management Plan and the Zero Waste Strategy. The baseline should establish, as applicable:
2.The current status of waste generation, collection, sorting, treatment, recycling and disposal, with waste composition and volumes, across all waste streams;
3.existing waste-management infrastructure and practices;
4.institutional and governance arrangements, and legal and regulatory conditions;
5.financial and economic aspects of waste management;
6.hazardous and healthcare waste management;
7.chemical pollution and chemicals of concern;
8.unsustainable production and consumption practices;
9.plastics and other priority waste streams;
10.circular-economy and green-business activity;
11.informal waste-sector participation;
12.gender and social inclusion dimensions; and
13.existing stakeholder knowledge, practices and capacities relevant to SWAP.
14.EPA-SL now invites sealed proposals from eligible and qualified consulting firms to provide the below consulting services.
15.Bidding will be conducted through the National Competitive Bidding (NCB) procedures in accordance with the Sierra Leone National Public Procurement Act 2016 and 2020 Procurement Regulations, open to all eligible bidders defined in the RFP document.
