Recruitment of Consultant for: Information Necessary to Track Progress made in NDC Implementation Under the article 4 of the Paris Agreement

Background
As a Non-Annex I party to the United Nations Framework Convention on Climate Change ( UNFCCC), the Government of Sierra Leone through the Environment Protection Agency with the support of the United Nations Environment Programme (UNEP) acting as the Implementing Agency (IA) of the Global Environment Facility (GEF) enabling activity is preparing the first Biennial Transparency Report) as part of the activities which enables the Government of Sierra Leone to meet its reporting commitments under the United Nations Framework Convention on Climate Change (UNFCCC).
The content of deliverables produced under this output must follow the Modalities, Procedures and Guidelines (MPGs) for the transparency framework for action and support referred to in Article 13 of the Paris Agreement (FCCC/PA/CMA/2018/3/Add.2). Moreover, as adopted at COP 26 in Decision 5/CMA.3, the following will be observed: (i) outlines for the BTR & national inventory document (NIR); (ii) the common reporting tables and common tabular formats for reporting GHG Inventory, NDC progress, financial, technology development and transfer and capacity-building support provided and mobilized, as well as support needed and received (FCCC/PA/CMA/2021/10/Add.2). The BTR project will build on findings and recommendations from previous NC and BUR as well as recommendations resulting from the International Consultation and Analysis (ICA) process. Owing to the fact Sierra Leone is seeking the services of a national consultant to work closely with an international consultant and relevant stakeholders to undertake a task of assessing progress of the Country’s NDC.
The Agency is now soliciting the services of 2 (two) Consultants to under a task of assessing progress of the Country’s NDC:
International Consultant – To work closely with the National Consultant.
National Consultant – To work with the International and relevant stakeholders
Objectives
This consultancy aims to provide a description of Sierra Leone’s national circumstances and information on institutional arrangements relevant to implementing and achieving NDC, GHG emissions and removals projections and any other information relevant to tracking progress made in implementing and achieving its NDC.
Specific Tasks:
The responsibilities of the national consultant are to work closely with the international consultant and his/her tasks are but not limited to the following and shall include inputs received from stakeholders and consultations to assess the following:
- National circumstances and institutional arrangements related to NDC tracking
- Description of a Party’s nationally determined contribution under Article 4 of the Paris Agreement, including updates
- Information necessary to track progress made in implementing and achieving its nationally determined contribution under Article 4 of the Paris Agreement, reported in a narrative and common tabular format, as applicable.
- Mitigation policies and measures, actions and plans, including those with mitigation co-benefits resulting from adaptation actions and economic diversification plans, related to implementing and achieving a nationally determined contribution under Article 4 of the Paris Agreement
- Summary of greenhouse gas emissions and removals, concerning the reporting year’s corresponding to the Party’s most recent national inventory report, in tabular format.
- Projections of greenhouse gas emissions and removals, as applicable, presented in graphical and tabular formats
- Other information relevant to tracking progress made in implementing and achieving its NDC under Article 4 of the Paris Agreement
- Specific flexibility provisions applied
- Information on areas of improvement in relation to reporting
Academic qualifications:
Education:
Minimum master’s degree (or higher) in Environmental Science, Climate Change, Natural Resources, Agriculture, Policy and any other climate related fields
Experiences:
The consultant should provide details of his/her qualification or team proven track record of working on a similar assignment.
Competencies:
The consultant should have the following competencies and experts:
- Excellent working relationship with government and other organizations, and ability to collect and analyse data and information.
- Excellent ability to quickly grasp and synthesize inputs from a range of disciplines related to climate change impacts and adaptation in general, and familiarity with National Communication-related activities in
- Familiarity with the Biennial Update report, BUR Guidelines, the Biennial Transparency Report, BTR Guidelines, National communication reports, UNFCCC transparency framework and the Modalities, Procedures and Guidelines (MPGs) of the Paris Agreement

Language Requirements:
Fluency in written and spoken English. All documents are expected to be produced in English.

Technical Criteria weight 70%
Financial Criteria weight 30%,
Only candidates obtaining a minimum of 70% of the total technical points (49 points) would be considered for the Financial Evaluation.

Financial Proposal:
Financial proposal that indicates all-inclusive fixed total contract price supported by a breakdown of costs (including professional fee, and specified other costs if applicable, but excluding travel costs and DSA).
The International/National consultant is requested to prepare and submit their technical and financial proposal to be submitted to the address not later than 3rd July 2025 at (1:30 Pm).
Note: The consultant shall be ranked and the first ranked on the list shall be selected for the proposed assignment given that, their fee rates are within the budget. The selection process will be based on the Least Cost Selection
Service Required: The Environment Protection Agency SL is soliciting the services of an International and National Consultant to work closely with relevant stakeholders to undertake a task of assessing progress of the Country’s NDC. The Agency has secured fund from UNEP and is therefore inviting consultants who can provide a statement of capability and experience indicating that they are qualified to perform the service (description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.) to submit Technical and financial proposals for the assignment. The Technical Proposals will be publicly opened on [3rd June, 2025] at [1:35 pm], in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below.
