RECRUITMENT OF INDIVIDUAL NATIONAL CONSULTANT TO DEVELOP THE CLIMATE TRANSRENCY NDC IMPLIMENTATION AND PROJECT COODINATION IN SIERRA LEONE

Background

The Environment Protection Agency of Sierra Leone (EPA-SL) is implementing the Initiative for Climate Action Transparency (ICAT) project “Strengthen Sierra Leone Climate Transparency” under a Project Cooperation Agreement with UNOPS (Project No. 11875-003/ICAT PCA/2025/10). The overall objective is to enable Sierra Leone to update its NDC and track the implementation of its NDC mitigation actions by enhancing and institutionalising the national NDC tracking framework. The project will operationalise a framework for the regular collection and management of the data needed to develop GHG projections, assess the impact of selected policies and measures, and develop MRV for reporting on progress, by implementing the Greenhouse Gas Abatement Cost Model (GACMO) and applying the ICAT Renewable Energy (RE) and Sustainable Development (SD) methodologies. This work plan covers three outcomes: (1) inception; (2) institutionalisation of the GACMO tool and strengthening of national readiness for NDC implementation; and (3) assessment of the GHG impact of selected renewable energy policies and measures and their sustainable development co-benefits.

Under the Project Cooperation Agreement, national experts are engaged by the EPA-SL as individual consultants to support the implementation of the activities; the budget may not be used for the direct remuneration of civil servants or other staff already working under a full-time employment contract for the EPA-SL

Specific Tasks:

  • Lead and coordinate the overall implementation of the ICAT work plan in Sierra Leone, ensuring activities and deliverables are delivered on time and to the required quality.
  • Coordinate and communicate between the national technical experts, EPA-SL, UNEP-CCC, the ICAT Secretariat and other key stakeholders.
  • Organise and facilitate project workshops and stakeholder consultations, including the inception workshop and the GACMO and ICAT RE/SD training workshops.
  • Provide the technical experts with general advisory support on the ICAT process and on the degree of technical assistance required to deliver the outputs.
  • Lead the development of the detailed project work plan and the inception workshop report, and review, consolidate and edit the reports prepared by the technical experts.
  • Ensure that ICAT branding and visibility guidelines are applied to all products, and support narrative and financial progress reporting.
  • Identify and flag risks and delays early, proposing mitigation measures to keep implementation on track.

Academic qualifications:

Education:

  • Advanced university degree (master’s or equivalent), preferably in environmental science, climate change, energy, economics, public policy or a related field.
  • A bachelor’s degree with a relevant combination of two additional years of experience related to the position may be accepted in lieu of an advanced university degree.

Experiences:   

The consultant shall possess:

  • At least 5 years of proven working experience in climate change / environmental protection.
  • Proven experience in project and/or team management and coordination.
  • Demonstrated experience working with public sector and governmental agencies, and engagement with NDC development, implementation and climate transparency in Sierra Leone.
  • Demonstrated experience with the preparation of national climate reporting (e.g. National Communications, BUR/BTR) and good knowledge of the procedures and guidelines of the Enhanced Transparency Framework.
  • Experience in stakeholder engagement and the organisation of workshops and training events.
  • Excellent knowledge of national climate change policy and processes.

Technical and Financial Proposal:

The national consultant is requested to prepare and submit his or her technical and financial (professional fee, other cost including travels and DSA) proposal to be submitted to the address not later than 13th August 2026 at (1:00 Pm).

  1. Background and context

The Initiative for Climate Action Transparency (ICAT) was established in 2015 at the COP that adopted the Paris Agreement to support the implementation of the Agreement’s Enhanced Transparency Framework. ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. The Initiative is hosted by the United Nations Office for Project Services (UNOPS) on behalf of its Donor Steering Committee, and is implemented in Sierra Leone through its international implementing partner, the UNEP Copenhagen Climate Centre (UNEP-CCC).

The Environment Protection Agency of Sierra Leone (EPA-SL), which houses the National Climate Change Secretariat and is the national focal point for climate transparency, is implementing the ICAT project “Strengthen Sierra Leone Climate Transparency” under a Project Cooperation Agreement with UNOPS (Project No. 11875-003/ICAT PCA/2025/10). The overall objective is to enable Sierra Leone to update its NDC and track the implementation of its NDC mitigation actions by enhancing and institutionalising the national NDC tracking framework. Building on the milestones achieved under the Capacity-building Initiative for Transparency (CBIT) project, the project will operationalise a framework for the regular collection and management of the data needed to develop GHG projections, assess the impact of selected policies and measures, and develop MRV for reporting on progress, by implementing the Greenhouse Gas Abatement Cost Model (GACMO) and applying the ICAT Renewable Energy (RE) and Sustainable Development (SD) methodologies.   1. Objective of the assignment

Timely and high-quality delivery of all outputs and deliverables of the Sierra Leone ICAT work plan (Outcomes 1–3), achieved through effective coordination of the national technical experts, sustained stakeholder engagement, and quality assurance of all project reports.

  1. Scope of work and responsibilities

For the implementation of the ICAT work plan in Sierra Leone, the EPA-SL requires a National Project Manager to ensure the appropriate implementation of the activities and the timely submission of the outputs and outcomes indicated in the project work plan. The overall task is to ensure the implementation of the entire ICAT process, including engaging and coordinating with national authorities and other key stakeholders, and providing the national technical experts with general advisory support on the process and the degree of technical assistance needed to deliver the required outputs.

Applying a participatory approach that involves a wide range of stakeholders, the Coordinator will ensure communication and coordination between the national technical experts, the EPA-SL, UNEP-CCC and other key stakeholders, including the coordination required to ensure the timely submission of deliverables, the organisation of workshops, the quality of the products delivered by the technical experts, and the drafting and editing of the planned reports under the project.

The Project manager will perform the following tasks and responsibilities:

  • Lead and coordinate the overall implementation of the ICAT work plan in Sierra Leone, ensuring activities and deliverables are delivered on time and to the required quality.
  • Coordinate and communicate between the national technical experts, EPA-SL, UNEP-CCC, the ICAT Secretariat and other key stakeholders.
  • Organise and facilitate project workshops and stakeholder consultations, including the inception workshop and the GACMO and ICAT RE/SD training workshops.
  • Provide the technical experts with general advisory support on the ICAT process and on the degree of technical assistance required to deliver the outputs.
  • Lead the development of the detailed project work plan and the inception workshop report, and review, consolidate and edit the reports prepared by the technical experts.

  1. Deliverables, timeline and payment schedule

The expected outputs and deliverables for this assignment are:

Outcome 1 – Inception: the project is launched on the basis of a robust stocktaking exercise and a detailed, stakeholder-endorsed work plan.

Outcome 2 – GACMO institutionalisation: national experts are trained and the GACMO tool is used to develop emissions scenarios and assess mitigation options aligned with NDC 3.0.

Outcome 3 – GHG impact assessment: the GHG and sustainable development impacts of selected renewable energy policies and measures are assessed and an MRV approach is proposed.

Deliverables

  • Deliverable 1.2: a detailed ICAT project work plan developed, integrating stakeholder inputs and scoping outcomes.
  • Deliverable 1.3: report summarising the inception workshop, including materials presented, discussions and key inputs from participants.
  • Co-developed deliverables: support to, and quality assurance of, Deliverables 1.1, 2.1, 2.2, 2.3 and 3.1 produced by the national technical experts.

The Coordinator is expected to work together with the national technical experts throughout the project; products marked as co-developed are produced jointly with the experts, while other products are completed by the Coordinator.

  1. Duration and duty station

1 July 2026 – 28 February 2027 (part-time / retainer). The consultant will be home-based in Sierra Leone and is expected to work in close coordination with the EPA-SL National Climate Change Secretariat in Freetown, including attendance at project workshops. The duration of the contract is calculated from the start date to the end date and not on the number of days worked during the period.

In-country travel to Freetown for project workshops and stakeholder meetings is expected; no international travel is foreseen.

  1. Reporting and institutional arrangements

The Project manager is engaged by, and reports to, the EPA-SL through the Director of the National Climate Change Secretariat. The Coordinator coordinates and provides general advisory support to the national technical experts (the GACMO Modelling Expert and the Renewable Energy and Sustainable Development Expert) and liaises with UNEP-CCC, the ICAT Secretariat and key national stakeholders.

Technical guidance and backstopping will be provided by the UNEP-CCC Project Coordinator, including training on the selected tools and methodologies. Deliverables will be submitted to and approved by the EPA-SL National Climate Change Secretariat, subject to technical clearance by UNEP-CCC, and are considered complete only after such approval. Project-level acceptance of deliverables and the release of project funds follow the milestones set out in the Project Cooperation Agreement.

Language

  • Fluency in English (spoken and written) is required.
  1. Recruitment, application and evaluation

This assignment will be advertised, evaluated and contracted by the EPA-SL (the procuring entity), in accordance with the applicable public procurement and recruitment rules of Sierra Leone — in particular the Public Procurement Act 2016 and the regulations and Public Procurement Manual issued by the National Public Procurement Authority (NPPA) — and consistent with the Project Cooperation Agreement. The applicable selection method (e.g. selection of individual consultants) and any thresholds will be confirmed by the EPA-SL Procurement Unit. Only nationals of Sierra Leone, or persons legally eligible to work in Sierra Leone, are eligible to apply.
